It appears when using these wireless relay set that if a trigger is received, but the communication between the two radios is lost that is will hold the relay trigger and send it when connection is reestablished. Am I interpreting my situation correctly?

When communications are re-established the transmitter will set the state of the corresponding relays on the receiver based on the current state of the inputs and not any prior states.
So nothing in the design of the remote relay could induce a 10 second delay in the relay trigger?
Not generally no.
If communications are poor between them it could take a while to get a message through to the other side, but this will reflect the current state of the inputs at the time of transmission.
