Cannot find connection description for PR33-17 “USB to I2C Converter.” Would like pin identification for the five through-holes and the four-pin I2C connector. Thanks.

Please scroll to the bottom of the page.
The through-holes on the board are used for by NCD staff for ICSP, the external connector is identified in the drawing.
