PR2-3 - I2C Ordering as topmost HAT without pins

How do I order the PR2-3 I2C Shield for Raspberry Pi 4, Pi 3, & Pi 2 with Outward Facing I2C Port Terminates over HDMI Port with just the socket for the pins, but not the pins on top. So far I’ve been just cutting the pins off. The one on the right side of the picture is what I get when I ask for no pass through pins.

while placing the order, mention this in the order note " regular pins, no pass-through pins."

This note didn’t work. I got them with the pass through pins.
