The Network Controller allows for Web-i Connections. I am looking to give an end user access without giving them control over everything. Basically User access not Administrator rights. How do I do this?

That is not possible with the WEB-i modules. You can enabled password protection so a user has to have credentials to access the WEB UI control interface, it is not possible however to only enable certain facets of that interface.
One option could be to modify the WEB UI to only display controls you want the user to have access to. This however would also limit the “admin”.
